Perhaps you have to look for other unmovable files in the upper region of your disk/partition. There could be very little items remain in the 'free space', which are not easy to find. You should use the zoom to magnify the range in sight and look for the red dots. If you can identify those unmovable items then you can try to move (perhaps delete) it. After that you can make another try to shrink the volume.

Also check the MyDefrag.log file. It will indicate some of the files it cannot move.

Reboot with BartPE and run the "System Disk Monthly" or "Data Disk Monthly" script as applicable.

If you cannot reboot using BartPE and assuming you have enough free space:
You can try fully defragging your files as much as possible by running "System Disk Monthly" or "Data Disk Monthly" as applicable.
Then run the "Defragment Only" script.

In every case, when I do this, the only fragments that remain are the system files and all files that are currently locked by applications. All my huge unmovable fragmented files all of a sudden become unfragmented.

Just FYI: The label unmovable is a misleading term.
The applicable term should just be "fragmented" in most cases that I have seen.

I have come across this problem with a few computer fixes I did for people over time, and cause I do backups of the computers before I fiddle with them, I remove the drive from the pc and put it in a spare usb caddy, connect it to my pc and use Ghost to back it up, then after testing the ghost image I restore the image back to the drive then put it back in the original PC and there is a clear block of space all the way to the end of the drive. Works well for me, might for you too. Also you get a backup done at the same time.

EDIT: Forgot to add, I find that people that have more then one user account on the OS will have more issues with unmovable data, specially if each user doesn't have access to another users data.
Before I found MyDefrag I used ghost more as a defragger then a backup tool. To date I still get better boot results after a ghost restore then I do with any Defrag tool.
