BloodySword, thanks for your reply.  I have searched long and hard to find a way to stop WEI from turning off SuperFetch Service, to no avail.  I posted on the MS Social Forum and the only response I received said that WEI does not turn off the service.  I got no response to my query about what did.  So I have come to the end of my quest.  I will continue to see it SeperFetch Service continues to run or again gets turned off. Thanks, John.

I had to change it to

"EnablePrefetcher"=dword:00000003
"EnableSuperfetch"=dword:00000000
If you want SuperFetch to be enabled, you have to set EnableSuperfetch to 3 too. I don't know if this will enable Superfetch permanently, but 0 is definitely the wrong value.

Darlis, there are two things here, EnableSuperfetch (Registry key) and the SuperFetch(Sysmain) service.  By setting EnableSuperfetch to 0, the action of only SuperFetch is disabled but when the SuperFetch(Sysmain) service is disabled (via Service Control), then Prefetch and SuperFetch are prevented from running (and, for me the Prefetch folder was purged).  Please see this post in the MSFN forum.  Thanks for your reply, John.

It's really strange, perhaps WEI does not turn Superfetch off, but on if the data storage socre is below a specific value. So this means, when you activate Superfetch, it should stay active.

This is what I might to understand out of the answer from MS SF.

WEI disables Superfetch only if WEI score is higher than 6.0 or so (i.e. storage is fast enough so Superfetch is not very beneficial).

quanthero, that is what I was told on the MSFN thread I linked.  Can you give me a reference?  Also, here is the link to the MS SF I should have provided before.

rikiiysikki, have you got your answer?  Please see the first post in this thread.

Yeah, moving the pagefile off of the SSD is favorable as well as moving temporary files off of it if they are frequently being written to. I also agree a RAMDISK is usually the way to go for this if you have enough physical RAM for it. Disabling superfetch can significantly boost startup speed but TBH there's little to no point in doing so if you (like me) usually put your system in standby rather than powering it off anyway lol.

The only other useful "tweak" IMO is to install Diskeeper 2010 with HyperFast, although hardly anyone seems to care about it. Oh yeah, and I almost forgot to mention Link Shell Extension..
