I guess optimal pagefile placement dramatically depends on machine.

Heavily swapping 128-192MB XP would deserve having fixed sized pagefile at the partition beginning. ( if no other physical disk available )
OTOH, placement of pagefile on machines with 2+ GB, where some users turn pagefile off, does not matter.

Then it sounds like "beginning of the system partition" satisfies both cases as optimal.  A gui'ed user-choice might be able to procedurally generate an appropriate MyD script, in case some people simply prefer it elsewhere.

Hm, I would say it is rather extreme case for low memory systems.
