I noticed in the Log file that this file "C:\System Volume Information\{908a066f-7b98-11dd-b830-a9297ace43bf}{3808876b-c176-4e48-b7ae-04046e6cc752}" is the one responsible for occupying that 13 GB of space.
In your first posting you said you had deleted "shadow copies and system restore files", so I assumed that was not it. Yes, it's a restore point and yes, deleting it will recover the diskspace. Perhaps "disk cleaner" does not properly delete restore points. The normal way to do it is via the Windows control panel, for instructions see the "How do I defragment "C:\System Volume Information\...." question in the frequently asked questions chapter on the JkDefrag homepage. Also see the "Why does JkDefrag delete my restore points?" question.
